Default Error opening itunes, ram microsoftkb313222, but didn't work

When trying to open Itunes I get a error saying the file is locked and I do
not have permission to open it. I ran the microsoftkb3222 like I was told,
but it didn't work to correct the problem. What should I do?

Who told you to run KB 313222 for an issue you are having with an Apple
product (iTunes)?

What does Apple tell you?

Please provide support links, references, etc.

Also - why is this a "Windows Update" issue?

I spoke to Apple directly and they told me it was a security access issue
through Microsoft. They told me to run the kb3222 link, but it did not work.
