Default Logon Process does not finish on Clean Windows 7 Pro x64 Reinstall (Black Wallpaper/N

When Windows starts up it never completely finishes.* It dumps me to the desktop but does not apply a wallpaper or play the logon sound, explorer loads and the taskbar does pop up though.

I'm left with a black desktop with no wallpaper.* Its a minor (annoying) bug, but I'm worried that this is effecting something else besides the wallpaper loading and sounds.

Here's the weird part, if I right click on my desktop, go to personalize, and then go to Desktop background windows will suddenly spring to life and load my wallpaper, play the logon sounds and whatever else.

So, has anyone else had the problem where their desktop wallpaper wont load at logon and their logon sounds won't play?* If so, is there any fixes or maybe a KB article/Patch?

-Thanks, Quad
