Further to the previous post:
make sure WLMail is closed.
Internet Explorer [IE8] > Tools > Internet Options > Advanced - Reset...
Close IE - Open WML - if no error do next
Close WLMail
Restart Internet Explorer > Tools > Internet Options > Content > Feed and
Web Slice Settings > Turn them all off. <-- If you don't want any news feeds
of course.
Set favourite browser to default.
Open WLMail. If no error then smile else come back here and kick up merry
hell.

Oh if it were that simple this wouldn't appear as a well searched for phrase
on google 
I still get the RSS initialization error every time I start WLMail, with all
the options in Internet Properties - Feed & Web Slice Settings, disabled.
I also am unable to delete the feeds in "Your Feeds" or under Manage Feeds.
Actually this is incorrect. I can delete them using Manage Feeds, only for
them to miraculously reappear the next time I load WLMail. Clever stuff...
Oh and Windows 7 here by the way, although this sounds more like a Windows
Live issue than an OS platform one.
If anyone can shed some light on this rather annoying issue (and it is
annoying) then I'll be very grateful. Failing that it's just another
component of Microsoft that will get resigned to the 'where did it all go
wrong' bin.

For Windows 7, delete the subfolders in the following folders:
NOTE: You may leave the "Deleted Items" subfolder.
C:\Users\Terri\AppData\Local\Microsoft\Windows Live Mail\Your Feeds
C:\Users\Terri\AppData\Local\Microsoft\Feeds
