Ad key Code: 80170103

Fallout3 -*failed to install Mothership Zeta after successful download. Key code appear instead of launch code.
What does the code mean?*Is it because of win7 or?
Win7 is up to date.
Drivers are up to date.
No problem with payment.
So again: what does code 80170103 mean?
NB. I know F3 is not compatible with win7 but on my PC it runs OK so it is irritating not to finish with Zeta.
